Community regeneration and employmentpart of the broader theme: unemployment and labour market disadvantage Increasingly, welfare reform is taking place at the local level. The previous Labour government tested approaches to welfare delivery through the medium of local partnerships involving Jobcentre Plus, local authorities, skills funding bodies, and private and third sector agencies and training providers. IES has undertaken a number of projects that have evaluated local approaches to overcoming disadvantage and that promote employment as a viable option for residents in areas of severe deprivation.
