Discretionary Learner Support Funds evaluation

IES carried out a multi-methodological evaluation of discretionary learner support funds in further education. The study included: a postal survey of further education institutions; an online survey of local LSC offices; analysis of management information data (including the Individualised Learner Records) and a series of case studies. The report considered the efficiency, effectiveness and equity of learner support arrangements and also reviewed the current formula of funding allocation.
