Evaluation of the Youth Contract Programme
The 16-17 Youth Contract aims to provide support to low qualified, young people not in education, employment or training (NEET). It will be delivered through prime contractors who will lead or sub-contract work to support and re-engage young people in learning, training and work, based on a payment-by-results model. They will liaise with Local Authorities which have overall responsibility for young people NEET.
The evaluation comprised an impact assessment, value-for-money analysis, an implementation study and synthesis of findings.
