HR Review for the London Borough of Harrow

The London Borough of Harrow had been considering its size, structure and activities in the light of the need to reduce costs. Together with CIPD Consultancy, IES supported the borough with its review, both in terms of evidence gathering and in helping frame a future way of working.

The consultancy team:

  • interviewed senior HR and operational staff
  • ran focus groups with the HR community
  • examined key HR policies and practices on the intranet
  • discussed the role and performance of HR with internal executive committees.

On the basis of these inputs and informed by good practice elsewhere, IES/CIPD proposed a new target operating model.
