Improving Employer Investment in Workforce Skills

IES led a consortium to undertake a series of four linked reviews of evidence which reported on which factors stimulate and inhibit employer investment in workforce skills, and identified appropriate policy levers for the new UK Commission on Employment and Skills (UK CES). The research was undertaken in partnership with the Institute for Employment Research at the University of Warwick, the Policy Research Institute at Leeds Metropolitan University, the ESRC Centre for Skills Knowledge and Organisational Productivity (SKOPE) at the University of Cardiff and Ipsos MORI. The projects culminated in a prioritisation exercise among policy makers and employer representatives to identify those skills policy options most likely to improve employer investment in workforce development.
