As the UK economy emerged from recession, attention again turned to international competitiveness. The structure, content and delivery of education and training had long been seen as important elements, as had the effectiveness of management within businesses themselves.

The pilot study for this report was originally commissioned by the Employment Department under the Skills Review Programme. Its aim was to assess policy measures which might be taken to influence the supply, quality and skill levels of managers.
