Francisco is an economist specialising in quantitative methods for policy and programme evaluations as well as cost-benefit analysis of policy interventions. His research interests cover quantitative topics on impact evaluation, microeconomic, labour and development economics.

Since joining IES, Francisco has worked on several impact evaluation projects mostly to do with policy evaluations. He is a researcher in the Centre for Vocational Education Research project (CEVR), which aims to improve understanding of the requirements for vocational education in the UK.  He has also been involved in the production of feasibility studies for the Department for Work and Pensions (DWP) and the Social Care Institute for Excellence (SCiE), as well as cost-benefit analysis on projects for the Department for Business, Innovation and Skills (BIS) and the Welsh Government, and literature review reports (STYLE, on behalf of the European Commission). Prior to joining IES, Francisco worked as researcher at the Institute of Development Studies (IDS) and taught quantitative methods, microeconomics and corporate finance at the University of Sussex and UCL. His PhD thesis studies the impact of microfinance interventions in Bangladesh and India.
