Jane Mansour is on a 12-month secondment and will be returning to IES in May 2026.
Jane joined IES as Programme Director for the ReAct Partnership in 2021. Jane has been involved in employment and skills for two decades in the UK, US and Australia. This has been in research, policy and operational capacities for both private and not-for-profit organisations. This has included the implementation, delivery and management of welfare-to-work programmes; developing new service delivery models; a wide range of evaluations; original research and working with grant giving organisations to inform investment decisions. She is experienced in translating policy goals into practical, deliverable interventions. She has a particular interest in sustainable employment outcomes for those most disadvantaged in the labour market.
She previously worked as an independent consultant, where her clients included voluntary organisations, funding bodies, the World Bank, UK and US think tanks, service providers and social enterprises. Previously, she sert up and led the Ingeus Centre of Policy & Research, using the frontline experience of delivering employment programmes to underpin original research and recommendations for improved delivery. Jane also managed an Employment Zone in North London
She has a Research Masters in Public Policy from Birkbeck College, University of London and a Masters in English Literature from the University of Edinburgh, Scotland.
