A call for evidence: What works to engage priority groups with labour market programmes?

To inform an evidence review being completed as part of the ongoing Labour Market Evidence Programme, we are asking for published or unpublished evaluations of outreach activities that aim to engage priority groups in labour market programmes. This includes: economically inactive people; disabled people; people with health conditions; and young people aged 16-24. In particular, we are interested in understanding:

  • What are the most effective methods of outreach? How does this vary for people with different characteristics?
  • Who is best placed to conduct outreach? How does this vary for people with different characteristics?
  • What messaging format, content, and frequency is most effective at engaging people with different characteristics to a programme?

What evidence are we looking for?

For this review, please share evidence related to outreach that:

  • was delivered in the UK or other high-income OECD countries after 1997;
  • aimed to encourage one or more of the four named groups to engage in labour market programmes;
  • considers outreach activities that aim to engage new participants with a programme, such as marketing materials, and community engagement; and
  • have been evaluated, or is part of a study that highlights the ‘what works’ elements of the support.
