Employment and Support Allowance: Customer and Staff experiences of the face-to-face Work Capability Assessment and Work-Focused Health-Related Assessment

This report presents findings from qualitative research on the Work Capability Assessment (WCA) and Work-Focused Health-Related Assessment (WFHRA). The research was carried out in spring/summer 2010 and included Employment and Support Allowance customers, Jobcentre Plus and Pathways to Work Provider Personal Advisers, and Atos Healthcare staff working on these assessments.

Organisations’ Responses to the Disability Discrimination Act: 2009 Study

The overall aim of the research was to gain a deeper understanding of the way in which organisations had responded to their obligations under the DDA. The research pays particular attention to the changes introduced by the DDA 2005, most notably the extension of the legislation to include public bodies (in areas not already covered by the existing goods and services provisions), larger private clubs and locally electable authorities (with regard to discrimination against disabled elected members). The research also covers organisational responses to the DDA 1995 to get a complete picture.

Assessing the Needs of Disadvantaged Learners and Potential Learners

The Institute for Employment Studies, together with the National Institute of Adult and Continuing Education and Ipsos-MORI, was commissioned by the Learning and Skills Council to undertake a study to explore the needs of disadvantaged learners and non-learners and the role of learner support in promoting and enabling engagement in education and training among these groups.

Where Next for HRM?

This working paper argues that HR needs to review the focus of its contribution to ensure that it retains distinctiveness and so adds real value. The author reasons that HRM needs to reconsider its roots in people management and its unique selling point, which is based in a broader and more pluralistic definition of the subject. This paper was commissioned by IES as part of its Visiting Fellows scheme, marking the Institute's 40th anniversary.

Labour Market Experiences of People with Seeing Difficulties

This study uses data from the UK Labour Force Survey (LFS) to look at the labour market situation and experiences of 'people with a seeing difficulty'. The report explores: individual demographics: characteristics of the population of people with seeing difficulties; economic activity and employment characteristics; multivariate analysis: factors influencing the likelihood of being in work; earnings; and state benefits.

Mental Health and Employment

The study was designed to address a gap in knowledge about the circumstances that lead people to claim Incapacity Benefit because of a mental health condition and what factors contribute to people with mental health conditions returning to work after a period on Incapacity Benefit. The study also explored employers' understanding and experience of dealing with mental health conditions in the workplace.

Landlords’ Responses to the Disability Discrimination Act

This qualitative research explores how landlords were responding to their Disability Discrimination Act (DDA) duties prior to December 2006, and their awareness of the new DDA duties for landlords which were coming into force in December 2006. It consists of 45 in-depth interviews: five interviews with landlords' stakeholder organisations, 25 interviews with landlords, and 15 interviews with disabled tenants. The landlords sample included local authorities, housing associations, private landlords and letting agents.
