Evaluation of Learner Support Funds

To increase participation and achievement in post-16 education and training, the government introduced reforms that extended opportunities, raised standards and made learning more attractive. The initiatives included new forms of support for learners but continued to rely on the Learner Support Funds to help individuals facing financial hardship. This evaluation report shows that the Learner Support Funds were providing an effective and sensitive response to learners' needs.
Research shows that financial issues can be a major barrier to participation inpost-compulsory learning.
To increase participation and achievement in post-16 education and training, the government is introducing reforms that extend opportunities, raise standards and make learning more attractive. The initiatives include new forms of support for learners but continue to rely on the Learner Support Funds to help individuals facing financial hardship.
This evaluation report shows that the Funds provide an effective and sensitive response to learners’ needs. They are helping students to overcome financial barriers to learning, and are supporting students from all backgrounds, particularly those with more difficult personal circumstances and responsibilities.
