WECA Youth Guarantee Trailblazer

WECA design for its Youth Guarantee Trailblazer is tailored to the region’s specific needs, spanning system-level leadership (e.g. skills, support and employment system mapping) to targeted cohort support (e.g. rural access transport subsidies and SEND work placements). Our process and theory-based impact evaluation is designed to capture the complexity of this regional delivery mode. It will provide a tailored, evidence-driven assessment rooted in the unique design, delivery context and priorities that supports WECA to improve future delivery across the eight work packages and wider strategic objectives. We will also lead feasibility work on the potential for counter-factual impact assessment using a quasi-experimental design.
