The Youth Guarantee Trailblazer (YGT) is run by the West of England Mayoral Combined Authority (WECA) and funded by the Department for Work and Pensions (DWP). The Institute for Employment Studies (IES) is undertaking this evaluation on behalf of WECA. This notice explains how we collect, use and store information provided by stakeholders who take part in the independent evaluation of the Youth Guarantee Trailblazer.
Who are “we”?
The West of England Combined Authority is the data controller for the Youth Guarantee Trailblazer programme and IES is a data processor undertaking evaluation of the WECA Youth Guarantee Trailblazer. Responsibility for keeping your data safe, using it lawfully and ensuring your privacy rights are respected rests with the organisations processing your information in accordance with data protection legislation.
Who does this notice apply to?
This notice applies to delivery leads, delivery staff employed by contracted organisations, Jobcentre Plus staff, VCSE representatives involved in the programme, and other external stakeholders identified by WECA or delivery partners as having relevant experience or insight into the programme.
How did we obtain your details?
Your details may have been provided by WECA, a delivery partner, or another stakeholder who has recommended you as someone with relevant knowledge of the programme. Your details will only be used for the purpose of inviting you to participate in the evaluation.
What information do we collect?
We may collect your name, job title, organisation and contact details, e.g. phone number and/or email, to invite you to participate in the evaluation. If you decide to take part in the evaluation, we may collect survey responses, interview/focus group notes, recordings and transcripts (where agreed) regarding your views and experiences of the Youth Guarantee Trailblazer and your experience/views on supporting young people with access to employment and training or careers information, advice and guidance.
What do we use your information for?
We use your information to invite you to take part in the evaluation, arrange and conduct interviews or focus groups, invite you to complete surveys, assess programme implementation, effectiveness, and produce reports and recommendations for WECA and programme funders. Participation in stakeholder interviews, focus groups or surveys is voluntary and choosing not to participate will have no impact on your or your organisation’s relationship with WECA or the Youth Guarantee Trailblazer programme. Reporting may include anonymised quotes and individuals will not be identified unless you have given permission. We may invite you to consider being included as a named case study or example of practice.
What is our legal basis for processing your information?
The data controller, WECA, has identified the legal basis for processing your data as Article 6(1)(e) UK GDPR (Public Task), as the evaluation supports a publicly funded programme delivered by a public authority. Where interviews or focus groups are recorded, your agreement will be sought before recording begins. We may also invite you to participate in a survey or other follow-up evaluation activity. Participation in these activities would be voluntary.
Confidentiality and sharing of information
Information you provide will be treated confidentially and access will be restricted to authorised IES personnel. We will not attribute comments to named individuals without your consent. Identifiable interview responses, recordings, notes and transcripts will remain confidential to the evaluation team and will not be disclosed to WECA or any other organisation, except where required by law.
How do we protect your information?
Information will be stored securely using appropriate technical and organisational measures, including restricted access, secure storage, encryption where appropriate and staff training.
How long will we keep your information?
Information that identifies you will be retained for a maximum period of 6 months following completion of the evaluation. Anonymised information may be retained for research, statistical and reporting purposes.
Your rights
You may decline to participate, withdraw at any time, request access to your personal information, request correction of inaccurate information, object to certain processing and raise concerns about how your information is handled.
