Rosie Gloster

Deputy Director, Public Policy Research

Rosie Gloster is the Deputy Director of Policy Research at IES and brings over 20 years’ experience of applied social research and evaluation. She is a member of the UK Government Evaluation and Trial Advice Panel, a role in which she advises government departments on effective evaluation design and peer reviews reports. Rosie is experienced at designing and delivering theory-informed implementation and process evaluations. She led the Evaluation of the Youth Investment Fund 2 (DCMS) while at Ipsos, through which she demonstrated her skills and capability at delivering large-scale evaluation, and working with multiple stakeholders, including a delivery partner. This included the development and testing of a ToC, data collection for a process and impact evaluation, and youth engagement via an advisory group. She has implemented theory-based impact methods in evaluations, including Qualitative Comparative analysis and Contribution Analysis.

Rosie is Programme Director for the ReAct programme at IES. Her research interest span employment, welfare, skills and careers. She has detailed insight on employment practices, including employer recruitment and selection, and employment support, including how the two can work effectively together to facilitate recruitment from diverse and under-represented groups.
