To inform the Labour Market Evidence Programme’s fifth evidence review, we are asking for published or unpublished evaluations of programmes or interventions that support people move closer to employment. We are also interested in seeing published or unpublished studies that focus on ‘what works’ when measuring distance travelled or soft outcomes. This includes:
- What measures are most useful to track progress towards work for participants on active labour market programmes (ALMPs)?
- What soft outcomes should be used to measure progress towards work within ALMPs (e.g. wellbeing, work readiness, skills development)?
- What are tried and tested measures to capture soft outcomes?
- What kinds of evaluation best captures movement towards work?
- What tools/frameworks are best used for different populations?
What evidence are we looking for?
For this review, please share evidence related to measuring progress towards work that:
- were delivered in the UK or other high-income OECD countries after 1997;
- have a focus on exploring individual soft or distance travelled outcome measures, such as practical, work-focused skills, career management skills, interpersonal skills, organisational skills, thinking and analytical skills, or other personal skills and attributes
- come from evaluated pilots or programmes or is a study that highlights the ‘what works’ elements of the support.
