Effective Transitions Fund phase 2: IES and iCeGS research for The Careers & Enterprise Company
In line with EU General Data Protection Regulation (GDPR), in this privacy notice for research participants, we explain the legal basis for data processing for the evaluation of the Effective Transitions Fund. This includes who will have access to your personal data, how your data will be used, stored and deleted and who you can contact if you have a query or a complaint.
What is the legal basis for processing my data?
The Institute for Employment Studies (IES) and the International Centre for Guidance Studies (iCeGS) are the data processers for this project and The Careers & Enterprise Company (CEC) is the data controller. This means that CEC is responsible for deciding the purpose and legal basis for processing personal data. For this project, the legal basis for processing data is public interest – referring to Article 6(1)(e) of the General Data Protection Regulation where “processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller”. CEC has also identified Article 9(2) scientific research purposes where “processing is necessary for archiving purposes in the public interest, scientific or historical research purposes or statistical purposes in accordance with Article 89(1) based on Domestic law which shall be proportionate to the aim pursued, respect the essence of the right to data protection and provide for suitable and specific measures to safeguard the fundamental rights and the interests of the data subject.”

Who will have access to my personal data?
With funding from CEC, IES and iCeGS are conducting research to evaluate how the Effective Transitions Fund projects have been delivered. This research also seeks to understand the difference the programme has made to young people’s transitions through school and into their post-Year 11 destinations.
We may invite you to take part in research interviews or in surveys, either on paper or online. In addition, we will also use Compass+ data to gather demographic data. The surveys, interviews and demographic data will be analysed anonymously, and you will not be identifiable from any of our published reports.
How will my data be treated?
If you choose to take part in an interview or survey, the data you give will be used for research purposes only. IES and iCeGS will produce a report that summarises the main findings from the research. Individuals will not be named, nor will any information be included that could reveal their identity.
Your data will be held by IES or iCeGS on our secure servers based in the UK. Your personal information will be securely deleted from these systems six months after the project is complete and the final report has been published (the project is currently estimated to end in May 2027).
