ReAct innovative practice case studies: use of supply chain partners

This report explores the challenges and opportunities around a key theme in Restart delivery. This case study report showcases five examples of supply chain partners engaged on the Restart contract, in addition to discussing general themes about effective utilisation of supply chain partners and related issues such as procurement. The case studies explore the strengths of supply chain models, the relationship between the prime and supply chain partner, and any challenges, and how these have been overcome or mitigated.
While previous ReAct projects and the DWP’s evaluation of Restart touched on issues relating to the utilisation of supply chain partners, the subject of supply chain partners within the Restart contract specifically had not previously been explored in detail. This research therefore sought to add insight by exploring the variety in practice and informing commissioning and delivery of employment services under increasing devolution.
The structure of supply chains in the Restart contract varied, and prime providers used different models in different places, broadly aligned to the following categories:
- Areas where all Restart delivery is conducted directly by the prime provider.
- Areas where a single supply chain partner delivers Restart on behalf of the prime provider, who will provide support and oversight.
- Areas where two or more different Restart providers deliver part of the contract in that locality, with prime providers responsible for allocating proportions of the caseload to different providers. In other areas, prime providers may deliver an element of provision directly
This research explores examples of supply chains delivering Restart and to understand how this worked in practice, and the enablers, barriers, benefits and drawbacks of various approaches.
