Teleworking is a complex phenomenon but is rapidly becoming more commonplace. Local authorities require a basis on which to examine whether or not a business case can be made for its development.

Simple cost/benefit analyses may not always yield clear answers but this report aims to navigate the complexity of the issues. Drawing on the experience of local authorities to date and the available research literature, the report provides a checklist of the main issues for local authorities wishing to assess the costs and benefits of teleworking, in both economic and social terms.
