Miguel Subosa


Research Fellow


Miguel joined IES as a Research Fellow in October 2021. His main interests include school improvement, teacher development, and evidence-based education policy, especially in low- and middle-income countries. Miguel has over seven years of experience in research, policy, and consulting, three of which in human resources and organisational development (HR/OD) and four in the education sector. He has worked with various public sector agencies at both national and international level.

Miguel has previously co-written and published working papers with UNESCO regarding the use of data in educational provision and governance and the impact of artificial intelligence on the education sector. In addition, as an education policy and planning analyst at the Global Partnership for Education, he has evaluated the education sector plans and programme documents of more than 20 low- and middle-income countries. Before moving to Europe, Miguel implemented several HR/OD initiatives (e.g., competency framework development, organisational restructuring, training module development, business process improvement) with various Philippine government agencies.

Through his academic training and professional experience, Miguel is proficient in both quantitative and qualitative research methods. He possesses a multi-disciplinary background, with undergraduate training in psychology and post-graduate training in public administration, public policy, and education. In 2021, he completed his MSc (with Distinction) in Education (Research Design and Methodology) at the University of Oxford, where he conducted a systematic review of teacher resilience literature regarding the UK, US, and Philippines for his dissertation.
