This document containing IES research presents the measurement framework that the Equality and Human Rights Commission (EHRC) uses to monitor equality and human rights in Britain. IES researchers fed into the review with research on vulnerability and people who are at higher risk of abuse, harm, discrimination, or disadvantage.

This measurement framework replaces the EHRC's previous series of measurement frameworks and will support its reporting to Parliament every three years.

IES' contribution to the measurement framework aimed to understand how various definitions of 'vulnerable' are in use by different institutions and disciplines. Our contribution also informed the use of 'vulnerability' within the measurement framework.
