Transnational Guidelines on Collective Preparation Mechanisms

These guidelines are the output of the Action 'F.OR.M. PACT': multi-level and multi-actor synergies toward the adaptation to social and economic change. The project, funded by the European Commission, examined good practice in anticipating and managing restructuring at sectoral level change in several European countries.

The guidelines provide a basic framework for various stakeholders to support identification of the key steps necessary to the setting up and running of a collective preparation mechanism in response to forecasted change.

The guidelines highlight the need for a systematic mechanism for:

  • Coordinating and integrating different stakeholders responsible in various phases of the implementation of measures for anticipating and preparing for change.

  • Contributing to the programming process of potential job creation at sectoral level to ensure adequate preparation for the changes forecast by the anticipation process.

  • Participating in the monitoring process in order to enhance the preparation mechanism on a continuous basis.
