Evaluation of the Local Employment Partnerships
The Department for Work and Pensions (DWP) and the Department for Business Innovation and Skills (BIS) Integrated Employment and Skills Programme Unit (IES PU) asked IES to undertake the main phase of the evaluation of Local Employment Partnerships (LEPs) from 2009-2011. Working in partnership with Ipsos MORI and Shared Intelligence, the research examined the continued operation of LEPs in the UK and assessed the effects of the changes to LEP policy, which became effective from April 2009. The evaluation provided evidence on the short-, medium- and longer-term outcomes and impacts of LEPs. This study demanded a qualitative and quantitative approach and involved a rolling programme of in-depth qualitative research with key LEP actors and stakeholders, centred around Jobcentre Plus districts, and also quantitative surveys of LEP employers and customers.
